REGULATIONS

US PHMSA has published its NPRM under docket HM-215K, the biennial rulemaking to maintain harmonisation between the US HMR and international and modal regulations. The NPRM includes extensive discussion of points raised by a number of comments to the ANPRM issues in October last year, many of which supported the adoption of international standards, including the OECD in vitro test for corrosivity, alignment with international provisions for limited quantities, and the UN definition of 'repair' in terms of IBCs. PHMSA is also still proposing to adopt the Type 6(d) test for classification of Division 1.4S explosives, despite industry opposition. The NPRM can be found here.
REACHLaw will stage a series of morning seminars in Antwerp, Vienna, Larnaca and Helsinki addressing "the critical last minute issues in the final stretch to the REACH registration deadline in 2010". Among the main topics covered will be dossier submission in practice; what happens after Registration; CLP essentials; renewal of Safety Data Sheets; enforcement; changes to customs clearance; budgeting for next steps; and business impacts. SAFETY

PHMSA has proposed a $94,750 civil penalty against Garrett's Worldwide Enterprises, LLC of Eudora, Kansas, following a PHMSA investigation that uncovered a number of alleged violations by the company, including shipping unapproved and forbidden explosives and using an invalid DOT approval number. The announcement of the proposed penalty is part of PHMSA's attempts to highlight the consequences of non-compliance.
The US Chemical Safety Board (CSB) has supported proposals in Mississippi to introduced legislation that would mandate public safety measures at oil and gas sites. Fatal accidents are unfortunately common at tank batteries in rural parts of the US; CSB says it has identified 27 accidents since 1983 that have caused the deaths of 44 young people and it has already issued a safety video to highlight the hazards. Many explosions reportedly occur when victims accidentally bring a cigarette, match or lighter into contact with vapour from storage tanks. Sites typically lack fencing, gates or signage. "CSB encourages the state of Mississippi to be a champion of oil site safety for the rest of the country," says CSB chairman Rafael Moure-Eraso.
Peter East Associates has announced dates for its regular series of training sessions to update industry on the dangerous goods regulations that will be changing next year. STORAGE TERMINALS

Gadot Chemical Tankers & Terminals has completed its previously announced acquisition of ADPO's Ghent terminal in Belgium. Current chemical storage capacity at the site stands at around 100,000 m³. According to Gadot's parent, Ampal-American Israel Corp, the deal will allow Gadot to expand its global business and maximise its ability to deliver products and services worldwide.

TANKER SHIPPING

Camillo Eitzen has reported a second quarter EBITDA of $8.1m, down from the $9.7m reported in the first quarter. The group made a net loss from continuing operations of $18.6m, although the sale of its shareholding in Eitzen Bulk Shipping at the end of the quarter generated a profit of $60.7m. Earnings and utilisation in the ethylene sector were stable but weak, although the company says there were signs of improvement towards the end of the period; market conditions for semi-refrigerated LPG tankers were somewhat better. Eitzen Chemical reported an increase in EBITDA over the first quarter.
There has been some evidence of a return of interest to the tanker market this week, with a number of secondhand sales reported. Formosa Plastics' 2004-built chemical tanker Formosa Twelve (45,840 dwt) is said to have been acquired by Greek interests for $25.25m; the 2003-built, 40,000 dwt chemship Mount Fuji is reported sold to undisclosed interests for $24.0m net, on subjects; Irish buyers are said to have taken Motia's 2005-built chemical tanker Elisa (29,000 dwt) for $21.0m; Chemstar Venus, a 1999-built, 20,000 dwt chemical tanker with stainless steel capacity, is reported sold by Iino Marine to Chinese interests for $13.5m; and two 16,000 dwt chemical tankers, Bryggen and Vaagen (2003/2006), have been sold by Tschudi & Eitzen Holding to other, unidentified Norwegian buyers and have been renamed Northern Lynx and Northern Wolverine.

LNG

RasGas has made its first delivery of LNG to Portugal. The tanker Al Deebel delivered a spot cargo to the Sines terminal for Galp Energia this week, taking the number of countries to be supplied with LNG by RasGas to 14. "We continue to look for opportunities to deepen existing relationships and further diversify our portfolio of customers," says Khalid Sultan Al Kuwari, RasGas' marketing executive.
The Q-Flex LNG carrier Murwab called at the Dragon LNG terminal in Wales last week, the largest vessel to dock at the facility. "Although this is the largest ship ever to berth at the Dragon LNG terminal this is exactly what the terminal was designed for," says Alec Don, chief executive of the Milford Haven Port Authority. "This is very much part of the new energy era in which Milford Haven is leading the UK."
Southern LNG is planning to reactivate the LNG truck loading facility at the Elba Island LNG terminal in Georgia, US. It has submitted an application to FERC, giving a November 2012 start date for the project. The company envisages loading up to 10 tank trucks per day for regional distribution.
The managing director of Iran LNG, Ali Kheyrandish, has denied widely circulated reports that the project has been cancelled. He told the SHANA news agency that talks are continuing with potential clients and that delays to the project are due to economic factors not to political conditions. In particular, NIOC and potential contractors have not agreed construction prices. NIGEC says Iran is still on course to build seven LNG export facilities with a combined export capacity of 70 mta.
4Gas has dropped its plans to set up an LNG import facility in Canada. The Maple LNG project in Goldboro, Nova Scotia was to have three 160,000 m³ storage tanks and handle tankers of up to 250,000 m³ capacity but general manager Derek Owen says that the recent fall in natural gas prices and the difficulty in securing supplies mean that the project is no longer viable.

CHEMICAL DISTRIBUTION

IMCD has reached a binding agreement with Warwick International to buy its speciality chemical distribution companies. The transaction is due to be completed on August 31 and will include Warwick's distribution operations in France, Italy, Spain and Portugal as well as Warwick Technology in Slovenia and GME Chemicals in Malaysia. The combined businesses have sales revenues of approximately €80m and employ a staff of 125. "We expect that this acquisition will result in significant synergies and will open up new growth possibilities," says IMCD CEO Piet van der Slikke.
Univar reports that Cairo-based Univar Egypt is now fully operational. Operating office and warehouse space, the new entity is headed by Ahmed Fakhr El-Deen, the former managing director of a large local chemical distribution firm. "Egypt is a very dynamic market with a lot of opportunities and having a local presence in Cairo is invaluable," he says. "We are already seeing a lot of activity here and there is a tremendous potential for many of our key business areas, including personal care, household and industrial cleaning, energy, food, pharmaceuticals and coatings."
Aspo-owned Telko has announced a first half 2010 operating profit of €3.3m from net sales worth €79.7m compared to the loss of €1.7m incurred 12 months ago from net sales of €59.8m. "The restructuring of Telko that began in the spring of 2009 has progressed according to plan," says Aspo CEO Aki Ojanen. "The new management has been successful in achieving many important goals: strong profitable growth, expansion in eastern markets and focusing on the products of the best principals. The added value of our personnel's know-how to our clients has further strengthened Telko's position as the leading player in its market in northern Europe."
ET Horn has been appointed by Cabot to represent its products in the south-western US as of October 1. The new territory will include Texas, Oklahoma, Arkansas, Louisiana, Colorado and New Mexico, expanding on the other nine western states that it has managed since 2001. "We are very grateful to be chosen by Cabot for further expansion of our business collaboration and are committed to providing our customer base with superior products, technical support and seamless supply," says Parry Foskett, vice-president of ET Horn's Advanced Materials Group.

RAIL TRANSPORT

Rosneft-Nakhodkanefteproduct has doubled capacity of its tank car rack at the Nakhodka terminal, which originally opened in 2005. The facility can now handle up to 48 rail tank cars per day. The terminal is used to handle light oil products prior to export. Rosneft has invested some Rub 2bn ($65m) in the project.

INTERMODAL TRANSPORT

Germany-headquartered rail and intermodal logistics provider VTG had its revenues climb by 6.9% in the first six months of 2010 compared to the same period last year. The company brought in revenue of €307.1m in the first half of 2010 year compared with €287.3m during the first six months of 2009. VTG's tank container logistics division, which includes global operator VOTG, had its revenues increase by 24.3% to €68.5. The company has also raised its revenue forecast for the full year of 2010. It now expects its revenues to grow by 3% to 8%.

INDUSTRIAL PACKAGING

New Jersey-based Metano IBC Services has launched a beta version of its new tracking system for IBCs. The program, also known as a Mobile Asset Management System (MAMS), provides a wide array of information, including the day and time an IBC is shipped or received; the condition, location and status of an IBC; and a unit's UN/DOT test date, next test date and current test certificate. "The beta testing is going great," says president Tom Wilkins. "All the feedback has been very positive. Our customers really appreciate knowing where all of their totes are all the time."

EQUIPMENT & SERVICES

Germany-based hose manufacturer Elaflex has acquired a stake in Australian LPG nozzle manufacturer LG Equipment, which produces the GasGuard range for vehicle and industrial applications. "We are very pleased to have a new partner within our group, in an effort to further expand our LPG product range," says Stefan Kunter, managing director of Elaflex. "We have many complementing products, and therefore we will start to reciprocally market these."
Girard Equipment has teamed up with VSP Technologies to develop a new line of gaskets manufactured from 100% expanded PTFE. The PITA range is guaranteed to be leak-free and provide the highest level of reliability, performance and compatibility for tank container applications, Girard says, and they represent a significant operational cost saving compared to standard gaskets. "Superior gaskets make good valves even better," says Mike Girard, vice-president of Girard Equipment. "The initial investment is more than justified when the long term savings from repeated use of the PITA gaskets is measured against traditional forms of sealing".
Switzerland-based cable protection specialist PMA says it is the first company to be able to supply a nylon-based system capable of being used in potentially hazardous environments under the ATEX Directive. Nylon is increasingly being used in industrial cable protection but presents problems of static build-up. PMA has developed a modified material that does not build up a charge. "The new Ex-system range from PMA boasts a number of qualities which helped achieve ATEX approval, including the ability to self-extinguish, stay corrosion free and have very good durability against chemicals and weathering," says Tony Hollands, UK national sales manager.

PEOPLE

John Paul Broeders, chairman of Vopak's Executive Board, has announced he is to leave the company to take up a similar position at SHV Holdings. In a statement, the company's Supervisory Board says it accepts his resignation "with regret" but "respects his decision and congratulates him on his new role". Broeders will be replaced by Eelco Hoekstra, currently president of Vopak's Asia Pacific region, who will join the Executive Board very shortly and will assume the chairmanship on March 1, 2011, when Broeders leaves. An EGM will be convened shortly to formally ratify the appointment.

Anche la seconda edizione del Transpotec2.0 ospiterà il premio per le aziende che presenteranno i prodotti più innovativi.

Lo scorso anno fu assegnato dalla giuria presieduta dal professor Gervaso del Politecnico di Milano, a Marcello Marchetti  di Oleggio (NO) per il suo software Easy Transport (www.marchettisoft.it), che semplifica le pratiche burocratiche dei trasporti eccezionali.

E' certo che quest'anno i premi saranno più d'uno, in quanto si è notata la difficoltà di valutare su uno stesso piano dispositivi, applicazioni, sistemi.

Vie&Trasporti, rivista specializzata di settore, riproporrà la targa "Una vita per i Truck". Ovviamente, non si conoscerà il nome del premiato fino a mezzogiorno di domenica 21 novembre, ultimo giorno di fiera. Lo scorso anno fu assegnato ad Aurelio Manta, responsabile dei corsi demo Mercedes-Benz Italia.

IL TRANSPOTEC 2.0

CON I CARROZZIERI


Il settore dei carrozzieri è certamente uno tra i più colpiti dalla crisi economica di sistema e di settore.

Il Transpotec2.0 sarà l'occasione per promuovere i nuovi modelli che le aziende più tenaci propongono ai clienti nazionali ed esteri, ma sarà anche occasione per fare il punto riguardo un contesto che ha bisogno di una sollecita attenzione, se si vuole che il patrimonio in termini di know-how si disperda per sempre e che il 2011 possa essere realmente il momento della ripresa.

Ciò vale anche e soprattutto per le nicchie, i prodotti specializzati e ad alto valore aggiunto, che possono incidere positivamente nella bilancia commerciale del Paese.

Il rischio di disperdere il valore creato e il coraggio proprio dell'imprenditoria italiana fanno si che saranno già tanti i carrozzieri e gli allestitori presenti all'evento di Milano, imprenditori che non mancano di manifestare con una certa curiosità anche per la fiera virtuale.

Un nuovo Piano nazionale della Logistica. Se ne è parlato a Roma lo scorso 28 luglio e sarà anche uno dei temi chiave della prossima edizione di Transpotec 2.0.
